A decade after their defeat in the Bosman case, UEFA are back with regulations they claim will promote home-grown players rather than restrict foreigners. Matthew Taylor outlines the rules and the clubs’ likely response

UEFA president Lennart Johansson clearly relishes a fight. His plans to try to restrict the number of foreign players included in squads for his club competitions from the 2006-07 season was always bound to provoke the wrath of the continent’s premier clubs. Lined up against him are most of the big hitters of the European game: the G-14 clubs and representatives of the more influential national leagues and federations. Behind them stand the financial backers, sponsors, corporate interests and media groups who have helped to make top-level European football such a lucrative business. Among the potential adversaries are those clubs who would have broken away from UEFA a few years ago had the governing body not agreed to expand the Champions League.

Saturday 1 Leicester are relegated after a 2-2 draw at Charlton after which Micky Adams forecasts the “rape and pillage” of his squad by other clubs. Wolves are all but down, too, despite a 2-1 home win over Everton. Man City go six points above the relegation area by beating Newcastle 1-0. Walsall stay third bottom of the First after losing 1-0 at Palace. Only Gillingham, beaten 5-2 at home by Coventry, can finish below them. In the Second, Rushden drop into the bottom four for the first time after losing 2-0 at Colchester. Hull clinch promotion from the Third with a 2-1 win at Yeovil. Carlisle join York in being relegated to the Conference after conceding a late equaliser in a 1-1 draw with Cheltenham.

Tuesday 2 Chelsea gazump Man Utd over PSV’s Arjen Robben, who will join them in the summer for £13 million. PSV chairman Harry van Raaij accuses United of cutting their original bid in half: “We were very disappointed over how low they believed they could push us.” The top two in Division One, Norwich and West Brom, draw 0-0 at Carrow Road. Forest, unbeaten in five games under Joe Kinnear, go four points clear of the drop zone after a 1-0 win at Wimbledon. Plymouth stretch their lead in the Second to four points after beating Sheffield Wed 2-0, as Bristol City are held 1-1 at home by Wycombe.

Latvia may be the least expected qualifiers for any major tournament, but Daunis Auers believes they travel with a realistic aim: to overcome indifference to football at home

In November, Latvia, a tiny nation of 2.4 million wedged at the northern end of the Baltic, trampled all over World Cup semi-finalists Turkey, home and away, to win a lucrative place (worth eight mil­lion Swiss francs, apparently, £3.6m or 3.4m Latvian lati) at Euro 2004. This is all too much for the small band of long-suffering Latvian football fans, accustomed to years of tediously predictable underachievement. Success has usually been measured by the odd victory over neighbours Estonia. Just a few years ago there were a half-dozen Latvians plying their trade on the substitute benches and reserve teams of English professional football. Now only Marians Pahars (in the cosy South­ampton treatment room) and Andrejs Stolcers (Ful­ham reserves) remain. Yet Latvia have suddenly started playing well, winning and attracting sell-out crowds.

Sunday 1 Business as usual at Stamford Bridge as Chelsea’s 1-1 draw with Arsenal sees Patrick Vieira sent off and a David Seaman blunder. Bolton move off the bottom with a 1-0 win over non-scoring Aston Villa, thanks to a goal from Birmingham-born Michael Ricketts and a disallowed goal from Juan Pablo Angel. “In this country we have got good referees who are being let down by assistants who are not so good,” says Graham Taylor. Lloyd Owusu’s goal with his first touch for the club puts Wednesday on their way to a 2-0 win in the Sheffield derby.
