Good luck to you. Check out the book by Hodson & North, 'We Want Falmer', which is about Brighton's long struggle to do more-or-less the same thing, and will have useful points to illustrate about getting local government & people on the side of the club, as well as ideas for campaigns etc.

Takes me back, this does. I used to watch Basingstoke Town regularly in 1957 or so in the Hampshire League, Charlie Purves, Jimmy Lysandrides, Curly Collett and all...the things that clog the mind up. Even saw them in the Hampshire Senior Cup Final once (lost to Newport IoW.
