I believe it's a stunt cooked up by Paddy Power (the bookmakers). It's stationed somewhere in Dover.

It is kind of brilliant in its scale and pointlessness.

This is at the Dover Patrol monument at St Margarets-at-Cliffe.
It's actually a nice spot so the national trust must have trousered a substantial sum to utterly ruin it like that.
There's a history of stupid PR stunts being staged there; at a previous World Cup the sun had an idea to drape a massive st George cross flag over the cliffes & approached an employee who was from the area. They trundled up to the edge with this massive flag in the back of a lorry but it was too heavy & cumbersome to make it work, thank fuck. It would have dragged the lot of them over the edge or scooped them up & blown away.
It's also where they filmed a blackcurrant tango ad in the 90's, right on the cliffe.
Oh, & a Ford Tractor advert about the same time.
