Kosovo's national team ~

Of course, Kosovo could use the Israel loophole in reverse, and apply to join a confederation other than UEFA. The OFC has form: they allowed Israel to join them for a few years in the 70s. CONCACAF might be another option (you should see some of the half-assed nations we take in over here) I doubt if they'd have the dosh to make the commute, though.

Later edit: Israel participated in OFC's World Cup qualifiers for Mexico '86 and Italia '90 (not in the 70s), but I can't find any evidence that they were actually granted confederation membership.
