I really think that this is more about keeping the Milanisti happy (and buying tickets and tat) than getting re-elected.

People vote for Silvio because he controls their perception of reality through the media, because they are certain that their own personal petty frauds are safe as long as the Big Guy is getting away with exponentially more massive crimes, because he is keeping the Communists from coming out from under their beds and because he can screw underage girls and run a harem in the prime minister's residence and get away with it.

Milan just aren't very important in that equation.

There were two main reasons he took over Milan. The first was for purely football reasons. He spoke out at the time about his frustration at watching them suffer a decade of ignominy and especially bent and incompetent owners even by Italian standards. I read interviews at the time and he was evidently a football fan, he spoke fondly of watching football when he was younger and was a particular fan of the style of play of Jock Stein's Celtic.

The second was serviced a little by the first. He had a fledgling TV empire but the state broadcaster owned all the significant rights. Milan as a club could then prove a vehicle for him to show friendlies and close season tournaments featuring them and build from there. Of course for this to work he needed a successful Milan and through considerable skill and good judgement he achieved this pretty quickly.

What's been going on in the Italian lower divisions over the summer?

Serie B (D-2)

22 teams. 3 (Ancona, Mantova, Gallipoli) declared bankrupt and relegated to amateur football.

Lega Pro Prima Divisione (D-3)
2 groups of 18. 7 teams declared bankrupt with enforced relegations applied. Perugia amongst them.
Lega Pro Seconda Divisione (D-4)
3 groups of 18. 16 (Sixteen) teams declared bankrupt and either folding or being relegated to lower divisions.
These included US Pro Vercelli, the seven-time Italian champions during the "heroic" era. The local council merged them with AS Pro Belvedere Vercelli and the club now exists under the name of FC Pro Vercelli 1892

The FIGC decided to finally apply the rules on financial qualifications in a somewhat rigorous way.

A number of the clubs involved have threatened to sue, but I don't know if any of them have actually done so.

They've threatened to do this before, but this one seems to have a somewhat better chance of happening than the earlier attempts.

I haven't looked at the question closely, but my initial thought is that the owners' attempt to restrict movement may well violate principles of Italian and EU law.

Then again, this is Italy, and these things always drag on.

Likely yes, at least for fans travelling "independently".

I presume that "away" fans using ticket that are part of the visiting club's official allocation will be exempted from the "tessera" requirements.

Likely yes, unless they are checking tesserae at one of the security checkpoints and/or requiring them for entry at the electronic turnstiles.

It's been a weird start to the Serie A season, Cesena giving Milan a hiding, and then what you'd expect to be a comfortable Genoa win turns into a thrashing by Chievo. You wouldn't get it in the Premier League for sure.

Giachherini's goal (Cesena's second) was a real cracker. I don't think any ref in the world could have done anything about it.

Brilliant 3-3 game between Samp and Juve earlier - Samp bossed the first half, but went in 1-1 after Marchisio cancelled Pozzi's opener. Pepe and Quagliarella (probably Juve's man-of-the match along with Krasic), put the home side ahead twice, but Cassano and Pozzi levelled each time.

I don't know about leftist but Pato put it in the net twice and neither looked offside to me. (I'm willing to be wrong about that.)

And Ibra caught the ball between his foot and shin and took it for a little walk, so the Cesena fans could at least know they got their money's worth.
