It seems a bit harsh to say that the loss to Germany on penalties in 1996 was down to the &quot;customary frailties&quot; when, with the first five penalties all scored, it was actually one of England's best performances in a shoot-out and in fact would've been good enough to see England through any of the subsequent ones that they've lost.

What is a worry, of course, is the fact that England have gone backwards substantially, penalty-wise, despite the fact that more often than not the winner of a major international tournament has to win a shoot-out along the way. - tratorello</description>
