I'm not sure there is an official rule. When Wales played in Frankfurt at the end of qualification for Euro 2008 Germany had a few players with squad numbers in the 30s.

I read an interview recently where Anelka said the number 39 "meant nothing". He wore number 9 at Euro 2000, I expect he'll use that number with France this summer.
